SuaraPemerintak.ID – President Jokowi gave five directions to the ranks of the Indonesian National Police (Polri), starting from the main officials of the National Police Headquarters, regional police chiefs (kapolda), to heads of resort police (kapolres) throughout the country, at the State Palace, Jakarta , Last Friday (14/10/22).
First, President Jokowi asked the National Police to fix what had become public complaints to the Police institution.
“So the public’s complaint against the National Police, 29.7 percent, is a perception because of extortion. Please, all of these members are like that. Arbitrary, please also mute this on the members. Repressive approaches, stay away. Find fault with the third number, 19.2 percent. And fourth, the luxurious life that I mentioned earlier,” said President Jokowi.
According to President Jokowi, the National Police is the law enforcement apparatus closest to the people and most frequently interacts with the public. For this reason, the President conveyed his second directive, namely asking high-ranking police officers and officers to always remind their members to provide services to the community and maintain a sense of security and comfort for the community.
“Secondly, the community’s sense of security and comfort—this is a matter of perception—the community’s sense of security and comfort is reduced or lost. Because whatever, the police are the protectors of society. Small things, please really serve it. The community has lost something, it must be responded quickly so that they feel protected and feel safe,” he said.
The third directive, President Jokowi asked the ranks of the National Police to maintain solidity both within the Police and with the Indonesian National Armed Forces (TNI). This is especially important because now is the start of the political year and the stages of the general election (election) have started since last July.
“Solidity must be shown within the internal Police first. Completed, then the solidity of the Police and the TNI will reduce political tension going forward. Solidity. There must be sensitivity, what kind of political position is this? Because you are the highest leaders in your respective areas. There must also be a sense of politics. Not playing politics but understanding political issues because indeed we will enter the stage of the political year, “he explained.
“Kalau dilihat Polri solid, kemudian bergandengan dengan TNI solid, bolak-balik saya sampaikan, saya memberikan jaminan, stabilitas keamanan kita, stabilitas politik kita pasti akan baik. Enggak ada yang berani coba-coba. Kalau coba-coba, ya tegas saja,” sambungnya.
Keempat, Presiden Jokowi meminta adanya kesamaan visi Polri serta ketegasan terkait kebijakan organisasi. Kepada para pemimpin Polri di daerah, baik provinsi maupun kabupaten/kota, Kepala Negara mendorong agar mereka tidak gamang serta bekerja sesuai standar operasional prosedur (SOP), dan sesuai undang-undang.
“Visi presisi, Pak Kapolri, saya minta juga tidak njelimet-njelimet, tolong disederhanakan sehingga yang di bawah itu mengerti apa yang dijalankan. Apa sih, kalau disederhanakan? Ya tadi itu yang Kapolri sampaikan tadi. Polri sebagai pelindung, Polri sebagai pengayom, dan Polri sebagai pelayan. Intinya kan ke sana. Presisinya itu apa? Jelaskan juga. Sekali lagi, secara sederhana dan jelas sehingga gampang ditangkap visi itu,” ungkapnya.
Arahan kelima, Presiden Jokowi mengingatkan agar jangan sampai pemerintah maupun Polri dipandang lemah terkait dengan penegakan hukum. Untuk itu, Presiden secara tegas meminta Kapolri agar memberantas judi daring serta jaringan narkoba sehingga bisa mengembalikan kepercayaan publik kepada Polri yang menurun.
“Saya sudah perintahkan kepada Kapolri, saat itu urusan judi online, bersihkan, sudah. Saya enggak usah bicara banyak. Saudara-saudara tahu semuanya, perintah ini tahu. Dan, penegakan hukum untuk yang berkaitan dengan narkoba. Ini yang akan nanti bisa mengangkat kembali kepercayaan masyarakat terhadap Polri,” tegasnya.
Di penghujung arahannya, Kepala Negara juga meminta jajaran Polri merancang komunikasi publik yang baik dan cepat dalam menghadapi sebuah isu atau peristiwa. Presiden kembali mengingatkan bahwa saat ini merupakan era media sosial dan peristiwa bisa tersebar dalam hitungan menit dan detik.
“Right now, once again, the era of social media, seconds count, minutes count, it’s no longer days. As soon as there is a small incident and you think it is small, so it is not handled, communicated properly, with speed, it becomes difficult to grow and then it is resolved again,” he said.
